I know that it's impratical to count at Star City, but I came across the Casino Control Act 1992 No 15:

"87 Cheating
(1) A person must not, in a casino:
(a) obtain or attempt to obtain any benefit for himself or herself or another person,or...."

Benefit is defined as:

"Benefit inculdes any money, chips, prize, advantage, valuable consideration or security."

Basically, that is to say it is illegal to obtain or attempt to obtain an advantage whilst in a casino, at least in NSW.

I find this very hard to believe...
